ABOUT THE DEPARTMENT |
The Department of Economic and Community Development is responsible for a variety of activities associated with the growth and development of the city. Economic development, including riverfront and downtown redevelopment and business development, is a major element of the department's mission. Additionally, the city's comprehensive planning, mapping, zoning administration and development regulation procedures are managed by the department. E&CD staff also coordinate the publication of the city's newsletter, North Augusta Forward, the production of an Economic Profile and Business Startup Guide, the development of the city website and a variety of special projects.

The City of North Augusta Department of Economic and Community Development recently developed a CD database containing map and parcel information for properties in North Augusta. In addition to the map, the CD includes street names, tax parcel numbers, street addresses, property owner names and mailing addresses, parcel sizes, zoning districts and other information. The CD includes special software required to view the data and may be installed on more than one computer. It is available for $50 and may be purchased on the second floor of the municipal building, 400 East Buena Vista Avenue.
The information on the CD is current with the city’s data as of the date of production. However, because the property and parcel information the city receives from the county is frequently several months old and because the data is subject to change on a regular basis, the CD has a built in “time out” feature which automatically disables the map and data after a specified expiration date printed on the disk. After that date, generally one year after production, neither the map nor data will be viewable.

The department enforces a variety of regulations that deal with the development, use and maintenance of property. The Municipal Code contains provisions that address public nuisances, licensing and tax requirements and other miscellaneous regulations that affect public and private properties. The North Augusta Development Code, which is incorporated into the Municipal Code by reference, contains the majority of regulations that affect private property. Nonconforming and illegal uses, including mobile homes and signs, periodically require code enforcement activity. The International Property Maintenance Code (adopted in conjunction with the International Building Code) provides another complex set of regulations to be enforced. Code compliance can be generalized into three primary areas: Property Use and Maintenance, Signs, and Business License and Hospitality Tax Compliance.

Economic development in the future is critical to the continued prosperity and quality
growth of the City of North Augusta. Job creation and investment in current and future
industrial facilities will generate the income needed to maintain public and private
services and provide for increased levels of service. Industrial investment will also
generate additional development interest needed to provide a diversity of commercial and
retail uses in North Augusta.

The Department of Economic and Community Development provides staff support to the Planning Commission. The Planning Commission generally meets on the third Thursday of each month at 7:00p.m. in the Council Chambers, located on the second floor of the Municipal Building at 400 East Buena Vista Avenue.
The Planning Commission approves development proposals - site plans, planned developments and subdivisions. The Commission also authorizes planning surveys and studies to be conducted and periodically recommends updates and modifications to the City's Comprehensive Plan, Development Code and Subdivision Regulations. ZONING ADMINISTRATION

The City of North Augusta has designated areas of the city as appropriate for Residential, Commercial and Industrial uses. Special zoning districts include Planned Development, Open Space Preservation, Highway Corridor and Traditional Neighborhood Development. The department provides information on zoning regulations and allowable land uses in the various zoning categories.
In the event a use is desired on a property not suitably zoned, the city may, in some cases, grant a rezoning. The decision to grant a rezoning is based on consistency with the Comprehensive Plan, compatibility of the proposed zone with nearby zones, the adequacy of city infrastructure and services in the area and public input. A special hearing by the Planning Commission and action by the City Council is necessary for a rezoning.
The department also provides staff support to the Board of Zoning Appeals, the quasi judicial board that hears appeals for variances from provisions of the North Augusta Development Code. The board meets on the first Thursday of each month, if necessary, in the Council Chambers, located on the second floor of the Municipal Building at 400 East Buena Vista Avenue. MORE...
