ANIMAL CONTROL

Animal control services are provided within the city limits and an Animal Control Officer is on duty Monday through Friday from 8:00a.m. - 5:00p.m.

PET OWNERSHIP
No more than three (3) dogs or three (3) cats, four months of age or older, may be kept on any residential premises. Pet owners are required to keep their animal(s) under restraint at all times and should be placed on a leash whenever outside of the owner's property. Owners are required to assure that an identification tag or plate, indicating the name and address of the owner, is securely fastened to the animal's collar or harness. All animals kept within the City of North Augusta are required to be inoculated against rabies and appropriately tagged.

IMPOUNDING ANIMALS
All domestic or domesticated animal or fowl found running at large may be impounded by an Animal Control Officer. Additionally, section 5-24(b) of the City Code states that "any person may seize any animal found on such person's premises and deliver it to the pound to be impounded..."

The city provides humane traps to assist residents in impounding animals that are running at large. Immediately upon impounding any animal, the impounding officer shall make reasonable effort to notify the owner.

Impounded animals may be reclaimed by the owner within three working days by payment of $15 per pet per day for the first incident and $25 per pet per day for subsequent incidences. Owners must show identification tag and proof of rabies inoculation before retrieving animals. In addition, a fee shall be charged for feeding and caring for an impounded animal. Animals not picked up within three working days become the property of the city and may be humanely destroyed, or, upon being spayed or neutered, placed in the custody of a responsible and suitable owner.

COMMERCIAL SANITATION
The city provides garbage collection services to commercial businesses and multi-family complexes both inside and outside the city limits. Commercial containers are available in 4, 6 or 8 cubic yard sizes. 100 gallon roll carts can also be provided. The commercial customer must provide and maintain adequate facilities to house the garbage container. Commercial collection is available up to six days per week. RECYCLING IN NORTH AUGUSTA

Blue Bag Recycling ProgramNorth Augusta's Material Recovery Facility is located at 61 Claypit Road.

BLUE BAG RECYCLING

North Augusta's Blue Bag Recycling Program is recognized as one of the best recycling programs in the state.
Every three months, one package of Blue Bags is delivered to each residential sanitation customer. The package contains enough Blue Bags for a typical family to fill one bag per week with reclyclables. All recyclable material is placed in the same Blue Bag which is then placed in the roll cart with other bagged household garbage.

The following items may be placed together in the same Blue Bag and then placed in the roll cart for recycling:

  • Paper Products:
    Newspaper (with inserts), magazines, phone books, cardboard, paperboard such as cereal and gift boxes, white and sorted office paper and shredded paper.
    Note: Cardboard too large for Blue Bags should be broken down to the extent possible and placed at the curbside on collection day.
  • Glass and Small Metal Containers:
    Aluminum and steel cans, and clear, brown and green glass bottles and jars.
  • Plastic Containers:
    plastic bottles and jugs with a #1 or #2 recycling symbol on the bottom; plastic milk jugs, plastic soda bottles and plastic detergent bottles.

After pickup, the Blue Bags are separated from the household garbage, sorted at the city's Material Recovery Facility (MRF), and sold to reprocessing companies.

ADDITIONAL RECYCLING SERVICES
In addition to Blue Bag recycling, the city recycles a number of items that can not or should not be placed in the roll carts with regular household garbage or Blue Bags.

  • ELECTRONICS RECYCLING (e-cycling)
    Computers, printers, keyboards, small appliances, VCRs, microwaves and more are all recyclable and should be kept out of the waste stream. North Augusta's Sanitation Department will hold several public Electronics Recycling events each year and encourages its customers to collect and dispose of these items responsibly.   • SCRAP METAL/LARGE HOUSEHOLD APPLIANCES
    Household refrigerators and similar large metal household items
    should be placed at the curb on the regular collection day. Large, bulky items should not exceed  four (4) feet in diameter, ten (10) feet in length, or 200 pounds.
  • USED MOTOR OIL & AUTOMOTIVE BATTERIES
    Used motor oil and automotive batteries may be dropped off at the North Augusta Regional Material Recovery Facility at 61 Clay Pit Road Monday-Friday from 7:00am-4:00pm. These materials may also be saved for a Household Harardous Waste Collection event. For additional information, please call 803-441-4245 or  803-441-4246.

  • HOUSEHOLD HAZARDOUS WASTE COLLECTION
    North Augusta's Stormwater Management Department holds several collection events annually to provide North Augusta residents an opportunity to properly and safely dispose of a variety of common household products and materials that require special disposal to prevent contamination of our natural water resources.

RESIDENTIAL SANITATION

North Augusta provides household garbage and recycling collection service once a week for each residential customer. Regular residential collection days are Monday - Thursday, unless altered in observance of holidays. (See Holiday Sanitation Schedule.)

Each residential santiation customer is provided with a heavy-duty roll cart container that is numbered and assigned to each sanitation customer's address. The customer is responsible for placing the roll cart at the curbside on their designated collection day. The city's automated collection vehicle (side-loader), operated by a single driver, lifts the roll cart, dumps the contents into the truck, and places the container back at the curbside for the customer to remove.

To allow for the most efficient service possible, each residential sanitation customer should follow these specific procedures:

1. All residential household garbage should be bagged and placed in the roll-cart, along with Blue Bags containing recyclables, for pickup.

NOTE: All household garbage must be contained in a roll cart and may not be placed at the curb. Additional roll carts are available for a small monthly fee. For more information, call 803-441-4212.

NOTE: The following materials are NOT considered to be household garbage and should NOT be placed in the roll carts: Yard waste, construction/remodeling/demolition debris, hot ashes and flammables, or household hazardous waste such as oil, gas or paint. 

2. On collection day, each customer should place the roll cart at the curb in front of the residence, with the front of the cart facing the street.

NOTE: The roll cart should be placed within two (2) feet of the edge of the curb or pavement and at least five (5) feet away from obstructions such as mailboxes, fences, power poles and shrubs. The roll cart should never be placed in the road or sidewalk where traffic may be blocked.

3. City Code (Section 14-20) provides that the roll cart be placed at the curbside after 7:00p.m. the night before collection day and returned to the house by 7:00p.m. on collection day. 

YARD WASTE
Yard waste is collected separately from household garbage/recyclables on the same collection day. Yard waste, which includes leaves, limbs and grass clippings, should be bagged or neatly piled in the front yard behind the curb or edge of pavement.

The city now has Yard Waste Roll Carts available for a nominal monthly fee for the collection of
such materials.

NOTE: Yard waste generated by landscaping companies, yard crews and tree trimming/removal companies is not included in the regular residental sanitation fee. Removal of such debris is the responsibility of the contractor or property owner.

LARGE BULKY ITEMS (furniture, etc)
The city will pick up large and/or bulky discarded household items which will not fit into the roll-cart container. Such items include discarded furniture, TVs, large appliances, etc. The items should not exceed four (4) feet in diameter, ten (10) feet in length, or 200 pounds and should be placed at the curb on the regular collection day.

CONSTRUCTION DEBRIS
(Property Owner renovation and Contractor Generated Residential Repair or Remodeling Debris
(City Code: Ordinance, Article IV, Section 14-121)

NOTE
: Refuse generated by contractors or property owners for renovation, new construction or remodeling, landscaping companies, yard crews and tree trimming/removal companies is not included in the regular monthly residental sanitation fee and such debris should not be placed in the roll cart or at curbside for collection. Removal of construction debris is the responsibility of the contractor or property owner. Call 803-441-4245 or email the santation department for more information.
