ORDER OF BUSINESS
PUBLIC HEARING
1. PUBLIC SAFETY: 1998 LAW ENFORCEMENT BLOCK GRANT .
Having been duly advertised, a public hearing was held on Monday, March 1 1999, at 7:00 P. M. for the purpose of receiving public comment regarding the use of the 1998 block grant from the Bureau of Justice. The grant application is for $20,000. There are two requirements of the grant. They are:
1. An Advisory Committee established by the Mayor for the purpose of reviewing the application and making non-binding recommendations for the City’s use of the funds. The following individuals serve on this advisory committee:
Charles Williams, Public Safety Captain
Kelly Zier, City Attorney
Tom Murphy, Municipal Judge
Barry Head, Principal, North Augusta Middle School
John Newell, Assistant Pastor, Grace Methodist Church
The Committee met and recommended the purchase of ten AED’s (Automatic Electronic Defibrillators) with the grant funds.
2. A public hearing for the purpose of receiving public comments regarding the Advisory Committee’s recommendations.
Public Safety Captain Charles Williams discussed the grant and explained how the AED’s would be used.
Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Mottel, Smith, and Sullivan.
Also in attendance were Charles B. Martin, City Administrator; John R. Brooks, Director of Leisure Services; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Director of Finance; Thomas C. Zeaser, Director of Public Works; Leona J. Lewis, City Clerk; Randy Mosley, Public Safety Captain; and Charles Williams, Public Safety Captain.
There being no citizen comments pro or con, the public hearing was adjourned.
REGULAR MEETING
The regular meeting of March 1, 1999, having been duly publicized, was called to order at the conclusion of the public hearing by Mayor Jones.
Mayor Jones rendered the invocation and led in the Pledge of Allegiance.
Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Mottel, Smith, and Sullivan.
Also in attendance were Charles B. Martin, City Administrator; John R. Brooks, Director of Leisure Services; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Director of Finance; Thomas C. Zeaser, Director of Public Works; Leona J. Lewis, City Clerk; Randy Mosley, Public Safety Captain; and Charles Williams, Public Safety Captain.
The minutes of the regular meeting of February 15, 1999, were approved as presented by general consent.
ITEM 1. PERSONNEL: EMPLOYEE SERVICE AWARDS PRESENTATION BY MAYOR.
Mayor Jones presented service award pins to the following employees who have served the City for 5, 10, 20, and 25 years of continuous service. The employees were congratulated and commended for their many years of loyal and dedicated service to the City of North Augusta.

ITEM 2. ZONING: 406 BARTON ROAD C-3, GENERAL COMMERCIAL, TO R-2, MEDIUM LOT SINGLE-FAMILY RESIDENTIAL ORDINANCE, THIRD AND FINAL READING .
On motion by Councilmember Mottel, second by Councilmember Carpenter, Council unanimously adopted on third and final reading an ordinance rezoning 406 Barton Road owned by Timothy R. Tinsley, from C-3, General Commercial, to R-2, Medium Lot Single-Family Residential.

ITEM 3. ZONING: WEST MARTINTOWN ROAD - SAVANNAH PARK APARTMENTS - GENERAL DEVELOPMENT PLAN - ORDINANCE, THIRD AND FINAL READING .
On motion by Councilmember Sullivan, second by Councilmember McDowell, Council unanimously adopted on third and final reading an ordinance approving the General Development \ Plan for the 48.9± acre Savannah Park Apartments planned development located on the south side of West Martintown Road near the intersection of Gregory Lake Road.
