ORDER OF BUSINESS

The regular meeting of April 5, 1999, having been duly publicized, was called to order at 7:00 P. M. by Mayor Jones.

Mayor Jones rendered the invocation and led in the Pledge of Allegiance.

Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Smith, and Sullivan. Councilmember Mottel was absent due to illness.

Also in attendance were Charles B. Martin, City Administrator; Kelly F. Zier, City Attorney; John R. Brooks, Director of Leisure Services; George M. Grkovic, Director of Economic and Community Development; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Public Works; and Leona J. Lewis, City Clerk.

The minutes of the regular meeting and study session of March 15 and study session of March 22, 1999, were approved as presented by general consent.

 

ITEM 1. STREETS & DRAINS: 1999 "C" FUND LIST – COUNCIL APPROVAL - RESOLUTION.

On motion by Councilmember Smith, second by Councilmember Sullivan, Council unanimously adopted a resolution approving the 1999 "C" Fund paving list.

The resolution text and "C" Fund list follows:

 

RESOLUTION NO. 99-11

APPROVING THE

1999 "C" FUND PAVING LIST

WHEREAS, certain streets located within the municipal boundaries of the City are owned by and the responsibility of the South Carolina Department of Transportation (SCDOT) for maintenance; and

WHEREAS, City Council, on an annual basis, requests that certain of these streets be paved through the State’s "C" Fund paving program by requesting the Aiken County Transportation Committee to approve and to forward a recommended "C" Fund list to SCDOT; and

WHEREAS, the City’s Engineering Department, in conjunction with the SCDOT, has assessed the pavement conditions of all State-owned streets within the City, has rated the streets according to need, and has prepared a prioritized listing of State-owned streets within the City needing resurfacing; and

WHEREAS, Mayor and City Council, upon review of the recommended 1999 "C" Fund list, concurs with the recommendations of the Engineering Department.

NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council in meeting duly assembled and by the authority thereof that the 1999 "C" Fund list as recommended by the Department of Engineering is hereby approved and attached hereto.

BE IT FURTHER RESOLVED that the adopted 1999 "C" Fund list shall be submitted to the Aiken County Transportation Committee for approval and subsequent recommendation to the South Carolina Department of Transportation for resurfacing.

ITEM 2. ZONING: 701 OLD EDGEFIELD ROAD – R-2, MEDIUM LOT SINGLE-FAMILY RESIDENTIAL, TO C-2, NEIGHBORHOOD COMMERCIAL – ORDINANCE, THIRD AND FINAL READING.

On motion by Councilmember Baggott, second by Councilmember Carpenter, Council unanimously adopted an ordinance on third and final reading rezoning property located at 701 Old Edgefield Road, owned by Willie T. Wooden, from R-2, Medium Lot Single-Family Residential, to C-2, Neighborhood Commercial. Please see the minutes of March 15, 1999, for the ordinance text.
