City of North Augusta
ORDER OF BUSINESS The regular meeting of June 21, 1999, having been duly publicized, was called to order at 7:00 P. M. by Mayor Jones. Dr. Barry Thompson, of North Augusta Church of Christ, rendered the invocation, and Mayor Jones led in the Pledge of Allegiance. Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Mottel, Smith, and Sullivan. Also in attendance were Charles B. Martin, City Administrator; Kelly F. Zier, City Attorney; George M. Grkovic, Director of Economic and Community Development; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Public Works; and Leona J. Lewis, City Clerk. The minutes of the regular meeting of June 7, 1999, were approved as presented by general consent. ITEM 1. PARKS, RECREATION & LEISURE SERVICES: LIVING HISTORY PARK PICNIC SHELTER - DONATION BY SERTOMA CLUB OF NORTH AUGUSTA - ACCEPTANCE BY COUNCIL. On motion by Councilmember Smith, second by Councilmember Carpenter, Council unanimously accepted an offer of a contribution to the City of North Augusta in the amount of $25,000.00 to be used for the construction of a picnic shelter facility in the Living History Park. The following conditions are outlined by the Sertoma Club: 1. The shelter would be a minimum size of 2,500 square feet; 2. The facility when constructed would be known as "Sertoma Shelter," "Sertoma Pavilion," or some similar name utilizing Sertoma as a major portion of the name; 3. The City would accept such offer no later than July 2, 1999; 4. If accepted, the City would immediately proceed with any related design or planning with construction of the facility to be completed during the year 2000. (The Club would certainly request that all efforts be made to complete the facility early in 2000 to allow for its use in spring or early summer of said year.); 5. A representative of the Sertoma Club would be kept informed of the project to include the design phase; and 6. The North Augusta Sertoma Club, Rivers Edge Sertoma Club, and CSRA Sertoma Club, which all have substantial representation within the City of North Augusta, would be allowed to use the facility, without charge, upon reasonable notice and for a reasonable number of times during the year. Such usage, without charge, would be for specific Sertoma Club activities and would not extend to individual members of the Sertoma Club for individual purposes. Councilmember Sullivan suggested that, following receipt of the contribution and completion of the transaction, Council adopt a resolution of appreciation to the Sertoma Club for their generosity.
ITEM 2. PERSONNEL: EMPLOYEE RECOGNITION - LEONA LEWIS ROGERS - PRESENTATION BY MAYOR JONES. Mayor Jones presented a plaque and expressed his appreciation to Leona Lewis Rogers, City Clerk, for her 20 plus years of service to the City of North Augusta, serving the dual roles of Administrative Secretary to the Mayor, City Council, City Administrator, and Finance Director, and as City Clerk for Mayor and City Council. Mrs. Rogers is retiring from City employment effective June 25, 1999. Councilmembers also expressed their gratitude to Mrs. Rogers for her assistance to them. Mrs. Rogers accepted the plaque and expressed her appreciation for the privilege of having the opportunity to work for the City of North Augusta, the Mayor and City Council, the City Administrator, and the Finance Director.
ITEM 3. PLANNING: WASHINGTON HOMES/RIVERVIEW PARK LAND SWAP - VILLAGE AT RIVERVIEW - ORDINANCE, THIRD AND FINAL READING. On motion by Councilmember Mottel, second by Councilmember McDowell, Council unanimously adopted on third and final reading an ordinance approving an exchange of 2.82± acres of property owned by Crowell and Company for 2.04± of the City’s property (an unused portion of Riverview Park). The land swap will facilitate the redevelopment of a 76-unit attached single-family residential development to be located on part of the old Washington Homes site (8.73± acres) and on an adjoining undeveloped 2.96± acre site on Alta Vista Avenue east of San Salvador Avenue. ITEM 4. ZONING: INTERSECTION OF ALTA VISTA AVENUE AND MOKATEEN ROAD - VILLAGE AT RIVERVIEW - ORDINANCE, THIRD AND FINAL READING. On motion by Councilmember Baggott, second by Councilmember Sullivan, Council unanimously adopted on third and final reading an ordinance approving the rezoning of property located on the west side of the intersection of Alta Vista Avenue and Mokateen Road as follows:
