ORDER
OF BUSINESS
The regular meeting of August 2,
1999, having been duly publicized, was
called to order at 7:00
P. M. by Mayor Jones.
Mayor Jones rendered the invocation and
led in the Pledge of Allegiance.
Members present were Mayor Jones and
Councilmembers Baggott, McDowell, Mottel, Smith, and Sullivan. Councilmember Pat C. Carpenter was absent,
and City Attorney, Kelly Zier, was on vacation.
Also in attendance were Charles B.
Martin, City Administrator; Bob Brooks, Director of Parks, Recreation, and
Leisure Services; George M. Grkovic, Director of Economic and Community
Development; John P. Potter, Jr., Director of Finance; T. Lee Wetherington,
Director of Public Safety; Thomas C. Zeaser, Director of Public Works; and
Donna B. Young, City Clerk.
The minutes of the regular meeting of July 19,
1999, and the study session meetings of July 26 and July 27, 1999, were
approved as presented by general consent.
ITEM
1. ANNEXATION: LAKES AND STREAMS - LAKE
HARTWELL DRIVE,
PORTIONS OF LOT NO. 1101 - ORDINANCE - THIRD AND FINAL READING.
On motion by Councilmember McDowell,
second by Councilmember Smith, Council unanimously passed on third and final
reading an ordinance to effect the annexation of a portion of Lot No. 1101 of
the Robin Lake Section of Lakes & Streams Subdivision. The property is
zoned R-3, Single-Family Residential.

ITEM 2. ANNEXATION: LAKES AND

READING
On motion by Councilmember Mottel, second
by Councilmember Sullivan, Council unanimously passed on third and final
reading an ordinance to effect the annexation of a portion of Lot No. 1102 of
the Robin Lake Section of Lakes & Streams Subdivision. The property is zoned R-3, Single-Family
Residential.

ITEM
3. ANNEXATION: LAKES AND STREAMS - LAKE

NO. 1110 - ORDINANCE - THIRD AND FINAL
READING
On motion by Councilmember Baggott,
second by Mayor Jones, Council unanimously passed on third and final reading an
ordinance to effect the annexation of a portion of Lot No. 1110 of the Robin
Lake Section of Lakes & Streams Subdivision. The property is zoned R-3, Single-Family Residential.

ITEM 4. PUBLIC
SAFETY: STATION 2 - ROOF REPAIRS -
AUTHORIZATION TO PROCEED
On motion by Councilmember Sullivan,
second by Councilmember Baggott, and amended by Mayor Jones, with a second by
Councilmember Smith, Council unanimously voted to authorize the expenditure of
up to $51,000.00 from the Capital Projects Fund for the purpose of awarding a
contract to State Roofing for Station 2 roof repairs, and to empower Chief
Wetherington to determine how many inspections by ADC Engineering, Inc. (roof
contractor) were required for this project.
The specifications call for the work to be
completed within 60 days from the notice to proceed. ADC feels that no more than 2-3 inspections would be needed for
this job at a cost of $600.00/inspection, including expenses. This would be in addition to the
pre-construction conference already specified.
A summary of the project finances is shown below.
ADC Inspection, Design & Specs. (to
date) - $ 7,851.68
State Roofing Contract -
40,500.00
ADC Construction Observation (3
inspections) - 1,800.00
Total
Cost - $50,151.68
