ORDER OF BUSINESS

 

The regular meeting of December 6, 1999, having been duly publicized, was called to order at 7:00 P. M. by Mayor Jones.

Reverend Albert James of Second Providence Baptist Church rendered the invocation, and Mayor Jones led in the Pledge of Allegiance.

Members present were Mayor Jones and Councilmembers Baggott, Carpenter, Mottel, and Smith. Councilmember McDowell was detained at work, and Councilmember Sullivan was out of town due to work.

Also in attendance were Charles B. Martin, City Administrator; J. Robert Brooks, Director of Parks, Recreation, and Leisure Services; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Jr., Director of Finance; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Engineering/Public Works; Kelly Zier, City Attorney; and Donna B. Young, City Clerk.

The minutes of the regular meeting of November 15, 1999 and the study session meetings of November 15 and November 29, 1999 were approved as submitted by general consent.

 

 

ITEM 1. ANNEXATION: 5.5 ACRES OF LAND LOCATED ON FIVE NOTCH ROAD OWNED BY GEORGE O. MCKIE, JR. - ORDINANCE, SECOND READING

On motion by Mayor Jones, second by Councilmember Carpenter, Council unanimously passed on second reading an ordinance to annex 5.55 acres of land located on Five Notch Road owned by George O. McKie, Jr. Also, included in this annexation is the full right-of-way of Five Notch Road which adjoins this property. The property to be annexed shall be zoned R-3, Small Lot, Single Family Residential.

Council had asked that, prior to second reading, contact with Mr. McKie be made regarding the possibility of annexing the entire piece of property and/or the possibility of obtaining a portion of his remaining property for additional parking for the Greeneway. Contact by letter dated November 18, 1999 had been made by G. M. Grkovic, Director of Economic and Community Development. Mr. McKie’s response was as follows:

In response to the inquiry regarding the annexation of the balance of the property, he was not interested in any additional annexation. The property is currently subject to a lease, which he believes precludes him from agreeing to the annexation.

In response to the inquiry regarding the sale or lease of a portion of vacant property to provide additional Greeneway parking, Mr. McKie said that he is not interested at this time. He may be interested in discussing it in the future as an issue separate from the annexation.

 

ITEM 2. ZONING: 9.09 ACRES LOCATED BETWEEN FIVE NOTCH ROAD AND GREEN FOREST DRIVE ADJACENT TO THE KNOLLWOOD SUBDIVISION - C-2, NEIGHBORHOOD COMMERCIAL TO R-3, SMALL LOT, SINGLE FAMILY RESIDENTIAL - ORDINANCE- THIRD AND FINAL READING

On motion by Mayor Jones, second by Councilmember Mottel, Council unanimously passed on third and final reading an ordinance to amend the zoning map of the City of North Augusta, South Carolina by rezoning the 9.09 acres ± located between Five Notch Road and Green Forest Drive adjacent to the Knollwood Subdivision from C-2, Neighborhood Commercial, to R-3, Small Lot, Single Family Residential.

ITEM 3. CITIZENS’ COMMENTS: MRS. ALYSTINE MARTIN

Mrs. Alystine Martin of 319 Hugh Street West, North Augusta, South Carolina, again addressed the Council concerning trash, garbage roll carts, and speeders in the vicinity of her home. Mrs. Martin also addressed the Council regarding the street sweeper not being used in the vicinity of her home. Chief Wetherington, Director of Public Safety, and Mr. Zeaser, Director of Engineering and Public Works, have been diligently working on solutions to her concerns. Mayor Jones asked that Chief Wetherington and Mr. Zeaser look further into this matter and report back regarding possible solutions.

ITEM 4. COMMUNITY PROMOTIONS: CENTRAL SAVANNAH RIVER GIRL SCOUT COUNCIL - PROPOSAL TO ERECT PEACE POLE - PRESENTATION

Tressa Riley and Elaine Lea made a presentation to City Council requesting that the City Council of North Augusta allow the Central Savannah River Girl Scout Council to erect a peace pole in North Augusta showing a dedication to peace throughout the world for the new century.

At the conclusion of the presentation Mayor Jones asked that J. Robert Brooks, Director of Parks, Recreation, and Leisure Services, meet with Ms. Riley and Ms. Lea to select a site. After the site has been selected, this item will be placed on the next regularly scheduled City Council meeting for the Mayor and City Council to authorize permission to erect the peace pole.

There being no further business, Council adjourned.
