ORDER OF BUSINESS

 

The regular meeting of January 17, 2000, having been duly publicized, was called to order at 7:00 P. M. by Mayor Jones.

Mayor Jones rendered the invocation and then led in the Pledge of Allegiance.

Members present were Mayor Jones and Councilmembers Baggott, McDowell, Sullivan, and Smith. Councilmembers Carpenter and Mottel were both out due to illness.

Also in attendance were Charles B. Martin, City Administrator; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Jr., Director of Finance; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Engineering/Public Works; and Donna B. Young, City Clerk.

The minutes of the regular meeting of January 3, 2000 were approved with the correction that Pat Carpenter came in after the invocation. The minutes of the study session meeting of January 10, 2000 were approved as submitted by general consent.

 

 

ITEM 1. BOARDS AND COMMISSIONS: APPOINTMENTS –

RECOMMENDATION BY MAYOR

On motion by Councilmember Smith, second by Councilmember McDowell Council unanimously approved the appointments recommended by Mayor Jones for the following Boards and Commissions.

ITEM 2. FINANCE: CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING – PRESENTATION TO COUNCIL

Mayor Jones announced that the City of North Augusta has received the prestigious Certificate of Achievement for Excellence in Financial Reporting (CAFR) for the 17th consecutive year. With the 17 consecutive years’ award North Augusta has the distinction of having received the award more than any other city in South Carolina. This honor is shared only by Richland County, who also has 17 consecutive years.

This significant award requires extensive work throughout the year and represents the financial reporting for the City's fiscal year ending December 31, 1998.

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

 

Mayor Jones congratulated John P. Potter, Jr., Director of Finance for the City, who is primarily responsible for preparing the award-winning CAFR.

Mayor Jones also expressed appreciation to Serotta, Mattox, Evans & Company for their assistance in the preparation of the CAFR.

ITEM 3. JUSTICE AND LAW: MUNICIPAL JUDGES

A. Municipal Judge, Appointment

On motion by Mayor Jones, second by Councilmember Baggot, Council unanimously approved the reappointment recommended by Mayor Jones of Thomas P. Murphy as Municipal Judge for North Augusta for a four year term of office commencing February 1, 2000 and expiring January 31, 2004. Thomas P. Murphy was first appointed on January 4, 1983.

B. Assistant Municipal Judge, Appointment

On motion by Mayor Jones, second by Councilmember Sullivan, Council unanimously approved the reappointment recommended by Mayor Jones of Belton E. Weeks as Assistant Municipal Judge for North Augusta for a four year term of office commencing February 1, 2000 and expiring January 31, 2004. Thomas P. Murphy was first appointed on November 7, 1983.

 

ITEM 4. PERSONNEL: EMPLOYEE OF THE QUARTER (OCTOBER, NOVEMBER, AND DECEMBER, 1999) – EUGENE SHAW – COUNCIL RECOGNITION

Mayor Jones presented the Employee of the Quarter Award to Eugene Shaw of the Sanitation Department. Mr. Shaw was selected Employee of the Quarter for October, November, and December, 1999.

The nomination was made by Sonya Lindley and Tom Zeaser. Highlights from the nomination are as follows:

Mr. Shaw has been an employee of the City for 14 years. His attitude is outstanding, always cheerful and smiling. He always has a kind word to say, often about his co-workers. He is well respected among his co-workers. Mr. Shaw does not hesitate to provide suggestions on ways to improve the operations of the Sanitation Department. In an often physically demanding position, Mr. Shaw NEVER fails to put forth his best effort in doing his job. Mr. Shaw is to be commended for his hard work, dedication, and the special service he provides his customers.

Mr. Shaw confirmed a rumor that Sonya Lindley had heard about him. Mr. Shaw went through three inmates in one day because they simply could not keep up with him.
