ORDER OF BUSINESS
The regular meeting of July 17, 2000, having been duly publicized, was called to order at 7:00 P.M. by Mayor Jones.
Reverend Jimmy Coyle rendered the invocation and Mayor Lark Jones led in the Pledge of Allegiance.
Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, and Sullivan. Councilmember Mottel was on vacation.
Also in attendance were Charles B. Martin, City Administrator; Kelly Zier, City Attorney; Bob Brooks, Director of Parks, Recreation, and Leisure Services; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Jr., Director of Finance; Mark S. Tate, Director of Public Utilities; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Engineering/Public Works; and Diana H. Miller, Manager of Human Resources.
On motion by Councilmember Sullivan, second by Councilmember Carpenter, the minutes of the special called meeting of July 10, 2000, were amended as follows: In ITEM 5, Council requested that staff investigate placing the shelter in another park and to also obtain a cost estimate for renovating the existing brick building in Creighton Park to provide restroom facilities. The minutes of the special called meeting of July 10, 2000, were then approved as amended, and the minutes of the study session of June 19, 2000, were approved as submitted by general consent.
ITEM 1. ANNEXATION: Five Notch Road, 2.19 ± Acres George O. McKie, Jr. Petition, Resolution to Accept
On motion by Councilmember McDowell, second by Councilmember Baggott, Council adopted a resolution accepting a petition to annex 2.19 ± areas of land bounded by the Greeneway, Five Notch Road, and the planned Green Forest Subdivision.
The resolution text follows:
RESOLUTION NO. 2000-17
TO ACCEPT PETITION FOR ANNEXATION OF
2.19 ± ACRES OF LAND LOCATED ON FIVE NOTCH ROAD
AND OWNED BY GEORGE O. MCKIE, JR.
WHEREAS, Section 5-3-150 of the Code of Laws of the State of South Carolina provides that: "Any area or property which is contiguous to a municipality may be annexed to the municipality by filing with the municipal governing body a petition signed by all persons owning real estate in the area requesting annexation. Upon the agreement of the governing body to accept the petition and annex the area, and the enactment of an ordinance declaring the area annexed to the city or town, the annexation shall be complete;" and
WHEREAS, the governing body of the City of North Augusta determines it to be in the best interest of the City to accept a petition for annexation attached hereto dated June 27, 2000 of the property described below:
Beginning at a point at the intersection of the Northern property line of the subject property and the Western right-of-way line of Five Notch Road (S-2-45); thence along said western right-of-way line S17°5217" East for a distance of 109.96 feet to a point; thence continuing along said Western right-of-way line S22°5703" East for a distance of 185.21 feet to a point; thence along the South property line of the subject property S66°0713" West for a distance of 329.19 feet to a point of intersection of property owned by the City of North Augusta; thence along the Eastern right-of-way of said City owned property North 11°0824" West for a distance of 50.74 feet (CHORD) to a point; thence continuing along said property line N10°0941" West for a distance of 249.69 feet to a point; thence N88°1941" East for a distance of 87.17 feet to a point; thence N17°5550" West for a distance of 109.97 feet to a point; thence N88°1914" East for a distance of 215.70 feet to the point of beginning.
Said property is further delineated on a plat prepared by Besson and Gore for W. E. Wanninger dated April 27, 1999, and identified as Exhibit "A" from which a more complete and accurate description of the metes, bounds, and location of the premises can be determined. The property to be annexed is also shown on a plat identified as Exhibit "B" titled "Plat of McKie Property Sought to be Annexed to the City of North Augusta, South Carolina."
Said property is identified by the following tax map parcel numbers:
TAX PARCEL NUMBERS: 10-031-01-0-063 (a portion of)
00-008-0-01-250 (a portion of)
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of North Augusta in meeting duly assembled and by the authority thereof that the` Petition to Annex the property described herein is hereby accepted.

ITEM 2. ANNEXATION: Five Notch Road, 2.19 ± Acres George O. McKie, Jr. Ordinance, First Reading
On motion by Councilmember Sullivan, second by Councilmember Carpenter, Council unanimously passed on first reading an ordinance to effect the annexation of 2.19 ± areas of land bounded by the Greeneway, Five Notch Road, and the planned Green Forest Subdivision. The property shall be zoned PD, Planned Development. The owner of the property intends to submit a general development plan to the Planning Commission within the near future indicating commercial uses on two parcels.

NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that the property described herein shall be annexed into the City.
I. In conformance with the Citys Land Use and Development Plan, the property shall be zoned "PD, Planned Development," as shown on the plat attached hereto titled "Exhibit C, Land Use Classification and Zoning of Property Sought to be Annexed to the City of North Augusta, South Carolina."
II. All ordinances or parts of Ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.
III. This Ordinance shall become effective immediately upon its adoption on third reading.

On motion by Mayor Jones, second by Councilmember Baggott, Council unanimously passed on second reading an ordinance to effect the annexation of 2.19 ± areas of land bounded by the Greeneway, Five Notch Road, and the planned Green Forest Subdivision.

ITEM 4. PERSONNEL: Employee of the Quarter April, May, and June, 2000 Calvin "Mack" Williams, Department of Public Safety
Mayor Lark Jones presented the Employee of the Quarter award to Calvin "Mack" Williams of the Public Safety Department. Mack was selected Employee of the Quarter for April, May, and June, 2000, by the Employee Recognition Committee.
The nomination letter, submitted by Captain Charles Williams, follows:
Mack came to work with North Augusta Public Safety on February 1, 1985. Mack has proven to be an asset within the Department. Almost anyone can share a story about Mack and most of those stories would include laughter. It never fails, that when in his presence, a smile or chuckle comes to pass. In asking co-workers to share a story or experience involving Mack, it always involves humor. Some of the words and phrases heard are: generous heart; constantly giving to the less fortunate; unselfish; hilarious; a giving nature, positive attitude.
For the past several years he has spearheaded a food drive for needy families in the North Augusta area, in conjunction with North Augusta Elementary and North Augusta Middle Schools. It all started trying to help six families with a holiday dinner, the first year ending helping twelve. This past Christmas food was given to 107 families.
Mack has also taken on the responsibility of providing and preparing Christmas dinner for senior citizens in our area. Through food donations, fundraising events and volunteer manpower, Mack and his group were able to provide Christmas dinner for approximately fifty seniors, who otherwise, would not have had such a dinner.
Mack has also been working with the Cancer Societys "Relay for Life." This is ironic, in that Mack has been going through his own personal crisis. He was diagnosed with Colon Cancer in February 1999. He has endured surgery, followed by Chemotherapy and Radiation. He has continued to work without missing an outstanding amount of time from work. Mack will take time off for his treatments, then come back to work that day to make up the time he was out, and through it all has kept a very positive attitude. As usual, Mack has worried for his family and how his illness will impact them.
Mack is stepping aside on July 1, 2000 to be with his family. Mack Williams stands as an icon for others to follow. When thinking about Mack, his sense of humor and social interaction comes to mind. It is hard to isolate, just a few qualities to address, when he possesses so many.
Mayor Jones presented Mack a plaque, a $25 gift certificate to SMS Sportsworld, and a $25 gift certificate to B.C. Davenports. He also thanked Mack for his dedicated service to the City and the community.
ITEM 5. PARKS AND RECREATION: North Augusta Baseball Teams Recognition by Council
Mayor Jones and Council commended the youth baseball teams of North Augusta for their excellence in representing the community. The following teams advance to state tournaments:
Dixie Youth 15 & 16 year olds coached by Danny Hydrant
Dixie Youth 14 year olds coached by Rick Meyer
Dixie Youth 13 years olds coached by John Lyons
ITEM 6. PARKS AND RECREATION: Nike Peach Jam Basketball Tournament Recognition by Council
Councilmember Sullivan commended the Parks and Recreation staff for the success of the Nike Peach Jam basketball tournament held in Riverview Park Activities Center.
