REGULAR MEETING
ORDER OF BUSINESS

The regular meeting of November 20, 2000, having been duly publicized, was called to order by Mayor Jones.

Mayor Lark Jones rendered the invocation and led in the Pledge of Allegiance.

Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Mottel, and Sullivan.

Also in attendance were Charles B. Martin, City Administrator; Kelly Zier, City Attorney; Bob Brooks, Director of Parks, Recreation, and Leisure Services; George M. Grkovic, Director of Economic and Community Development; John P. Potter, Jr., Director of Finance; T. Lee Wetherington, Director of Public Safety; Thomas C. Zeaser, Director of Engineering/Public Works; and Diana H. Miller, Manager of Human Resources.

The minutes of the regular meeting and study session of November 6, 2000, and the study session of November 13, 2000, were approved as presented by general consent.

ITEM 1. COMMUNITY PROMOTION: Proclamation – Savannah River Site 50th Anniversary

Mayor Jones proclaimed November 28, 2000, as Savannah River Site Day.
The proclamation text is as follows:

PROCLAMATION


WHEREAS, the Savannah River Site, founded as the Savannah River Plant in 1950 has made a tremendous contribution to the well-being of the United States of America and to its citizens; and

WHEREAS, the Savannah River Site continues to be a model of world class safety in all facets of work, proving year after year it is among the safest sites in the U. S. Department of Energy Complex, all while maintaining exemplary security posture; and

WHEREAS, the Savannah River Site has played an enduring role producing nuclear materials for a strong defense which in turn reduced the global nuclear threat and helped end the Cold War; and

WHEREAS, the Savannah River Site’s employees have served with pride over these 50 years and have demonstrated unique technical capabilities through innovative technologies, and have given rise to important scientific discoveries while advancing scientific knowledge, especially through applied research and development, and the deployment of new technologies; and

WHEREAS, the Savannah River Site achieves excellence in environmental stewardship by protecting human health and the environment while reducing risks associated with past, present and future operations and restoring and sustaining the site’s natural resources; and

WHEREAS, the Savannah River Site continues to be good stewards of taxpayer dollars in national security work, environmental restoration activities, waste management responsibilities, nonproliferation duties and other missions in which the site has been entrusted; and

WHEREAS, the country has great confidence in the Savannah River Site and its employees by choosing the site for significant, long-term missions in plutonium and tritium work because of the site’s expertise and technical infrastructure; and

WHEREAS, the Savannah River Site continues to seek input from interested stakeholders to ensure that the site earns informed community support.

NOW THEREFORE, I, Lark W. Jones, Mayor of the City of North Augusta, South Carolina, do hereby proclaim on this day that the Savannah River Site has demonstrated its vital importance to the United States and the great state of South Carolina by safely and successfully fulfilling critical national missions in a cost-effective manner while keeping citizens informed and extending a hand to improve communities where employees and their families live. Be it further proclaimed that because the Savannah River site has a proven track record, it has a bright and prosperous future and should be viewed by all as a site worthy and ready to carry out our nation’s work.

I FURTHER PROCLAIM November 28, 2000, as

SAVANNAH RIVER SITE DAY

in the City of North Augusta, South Carolina, and urge all our citizens to reflect during that week on the many benefits the Savannah River Site offers our citizens.

ITEM 2. ELECTION: 2000 Special Municipal Election – Certificate of Candidate – Council Acceptance - Motion

On motion by Mayor Jones, second by Councilmember Mottel, Council unanimously voted to accept the letter from the Municipal Election Commission certifying the official results of the 2000 Special Municipal Election held on November 7, 2000.

ITEM 3. FINANCE: Proposed Consolidated Annual Budget for Fiscal Year 2001, Third and Final Reading

On motion by Councilmember Baggott, second by Councilmember Sullivan, Council unanimously adopted on third and final reading an ordinance setting the Fiscal Year 2001 Consolidated Budget for the City of North Augusta. Citizen comment was made by Arthur Shealy suggesting a tax break by reducing the millage.

ITEM 4. FINANCE: Taxes – Fiscal Year 2001 – Ordinance, Third and Final Reading

On motion by Councilmember Mottel, second by Councilmember McDowell, Council unanimously passed on third and final reading an ordinance establishing the tax rate on all taxable property within the City of North Augusta for Fiscal Year 2001. The 2001 Fiscal Year taxes remain unchanged from 2000 and, except for adjustments for reassessment, remain at the 1992 level (10 years). Millage rates are 72.72 for the General Fund and 9.02 for the Capital Projects Fund for a total of 81.74 mills.

ITEM 5. CITY COUNCIL: Oath of Office – Councilmember Elect – Arthur H. Shealy – Administered by Judge Thomas Murphy

Municipal Judge Thomas Murphy administered the Oath of Office to Arthur H. Shealy. Mr. Shealy will serve the unexpired term ending May 7, 2001.

ITEM 6. CITY COUNCIL: Communications From New Council

After receiving congratulations from City Council, Councilmember Shealy expressed his appreciation and stated he looked forward to working with Council.
