Reverend John Meyer of First Baptist Church of Belvedere rendered the invocation and Mayor Lark Jones led in the Pledge of Allegiance.
Members present were Mayor Jones and Councilmembers Baggott, Carpenter, McDowell, Mottel, Shealy, and Sullivan.
Also in attendance were Charles B. Martin, City Administrator; Kelly Zier, City Attorney; Bob Brooks, Director of Parks, Recreation, and Leisure Services; George M. Zeaser, Director of Engineering/Public Works; and Donna B. Young, City Clerk.
The minutes of the regular meeting and study session of November 20, 2000 were approved as presented by general consent.
ITEM 1. ELECTION: 2001 Municipal Election – Establishing Dates – Ordinance, First Reading
On motion by Councilmember Baggott, second by Councilmember Sullivan, Council unanimously passed on first reading an ordinance establishing dates for the General Municipal Election to be held on Tuesday, April 24, 2001 for the election of the Mayor and three positions on City Council, presently occupied by Mayor Lark Jones and Councilmembers Pat C. Carpenter, Phillip T. Mottel, and Arthur H. Shealy respectively.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT:
I. The 2001 Municipal General Election for Purposes of electing the Mayor and three members of City Council for the City of North Augusta, South Carolina, will be held on Tuesday, April 24, 2001.
II. The filing and certification dates are hereby set for the 2001 Municipal Party Primaries and General Election as follows:
A. The time for entry of candidates into party primaries or conventions shall commence at 9:00 A. M., January 2, 2001, and shall end at 12:00 Noon, January 9, 2001. Entries shall be made to the chairperson of the respective parties.
B. Primary elections, if selected by a party, shall be held on February 6, 2001, with a run-off, if necessary, on February 20, 2001.
C. Conventions, if selected by a party, shall be held no later than February 6, 2001.
D. The deadline for filing nominating petitions to the Municipal Election Commission shall be 12:00 Noon, February 6, 2001.
E. The deadline for parties to certify candidates selected by primary or convention to the Municipal Election Commission shall be 12:00 Noon, February 22, 2001.
F. The certification of the candidates by petition, primary, or convention by the Municipal Election Commission shall be no later than 12:00 Noon, February 23, 2001.
III. All ordinances or parts of Ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.
IV. This Ordinance shall become effective immediately upon its adoption on third reading.

ITEM 3. FINANCE: Business License – Contractors – Ordinance, First Reading
On motion by Councilmember Carpenter, second by Councilmember McDowell, Council unanimously passed on first reading an ordinance amending the City’s Business license rate schedule to change the manner in which contractors shall pay business licenses.

The total fee for the full amount of the contract shall be paid prior to commencement of work and shall entitle contractor to complete the job without regard to the normal license expiration date. No contractor shall be issued a business license until all State and City qualification examination and trade license requirements have been met. A separate license shall be required for each business, contractor, or trade regulated by examination of any inspection program that might be associated therewith. Each contractor shall post a sign in plain view on each job identifying the contractor with the job. Sub-contractors shall be
licensed on the same basis as general or prime contractors for the same
job, and no deductions shall be made by a general or prime contractor for
value of work performed by a sub-contractor.

Each prime contractor shall file with the License Inspector a list of sub-contractors furnishing labor or materials for each project. |
II. This Ordinance shall become effective immediately upon its adoption on third and final reading.

ITEM 5. STREETS AND DRAINS: Section Two of Andrew’s Branch at Butler’s Mill Subdivision – Deed of Dedication - Resolution
On motion by Councilmember Baggott, second by Councilmember Mottel, Council unanimously adopted a resolution accepting a deed of dedication for the streets and utilities (sanitary sewer, and storm drainage systems) within Section Two of Andrew’s Branch at Butler’s Mill Subdivision. The water system will be deeded to Edgefield County Water and Sewer Authority.
WHEREAS, Homesites, Ltd., developed Section Two of Andrew’s Branch at Butler’s Mill Subdivision according to the requirements of the North Augusta Planning Commission and the City, and owns the streets, utilities, and easements; and
WHEREAS, it is the policy of the City that, upon receiving final plat approval from the Planning Commission, the City will, following inspection by the City's Engineering Department, accept a deed of dedication for the streets, utilities, etc. for the purpose of ownership and maintenance when said deed is accompanied by a maintenance guarantee; and
WHEREAS, Homesites, Ltd., has prepared a deed of dedication for certain improvements to be deeded over to the City of North Augusta; and
WHEREAS, a maintenance guarantee and letter of credit accompanies the deed; and
WHEREAS, the City Engineer has made final inspections of the subject improvements, and these improvements do meet City standards.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, do hereby accept a deed of dedication for:
All the streets in Section Two of Andrew’s Branch at Butler’s Mill Subdivision, specifically identified as Mill Run as shown on a plat prepared for Homesites Ltd. by Southern Partners, Inc. dated June 31, 2000, revised August 28, 2000, and revised September 5, 2000, being recorded in the RMC Office of Aiken County, South Carolina in Plat Book 43, at page 137.
Also included are the sanitary and storm water systems, and easements for same, and other such public improvements, excepting therefrom the water lines simultaneously conveyed to Edgefield County, South Carolina, all a shown on the above referenced plat.

WHEREAS, it is the policy of the City that, upon receiving final plat approval from the Planning Commission, the City will, following inspection by the City's Engineering Department, accept a deed of dedication for the streets, utilities, etc. for the purpose of ownership and maintenance when said deed is accompanied by a maintenance guarantee; and
WHEREAS, Homesites, Ltd., has prepared a deed of dedication for certain improvements to be deeded over to the City of North Augusta; and
WHEREAS, a maintenance guarantee and letter of credit accompanies the deed; and
WHEREAS, the City Engineer has made final inspections of the subject improvements, and these improvements do meet City standards.

All the streets in Section Four of Walnut Grove Subdivision, specifically identified as Mill Branch Way as shown on a plat prepared for Homesites Ltd. by Southern Partners, Inc. dated August 11, 2000, revised August 28, 2000, and revised September 6, 2000, and being recorded in the RMC Office of Aiken County, South Carolina in Plat Book 43, at page 139.
Also included is a tract of land in the amount of 4.43 acres and identified as "area to be deeded to the City of North Augusta 192,931 S.F. 4.43 acs." On the above referenced plat.
Also included are the sanitary and storm water systems, and easements for same, and other such public improvements, excepting therefrom the water lines simultaneously conveyed to Edgefield County, South Carolina, all a shown on the above referenced plat.
